Aim

The course is intended to provide students with the theoretical knowledge and practical skills required to be a general radio operator in the Global Maritime Distress and Safety System (GMDSS). Additionally, the course aims to provide sufficient knowledge in safety communication in English to, in the role of deck officer, receive and interpret information in a clear and distinct way using recommended procedures and established vocabulary.

Learning outcomes (after completion of the course the student should be able to)

(L1) Describe the general principles and basic functions of the Global Maritime Distress and Safety System (GMDSS), maritime mobile service, and maritime mobile-satellite service (ERC decision (99)01 Annex 1.A.).

(L2) Utilize all subsystems in a ship's radio station equipped for all sea areas at the operator level and correctly execute the transmission & reception of distress, urgency, safety, and routine communications (ERC decision (99)01 Annex 1.B.).

(L3) Describe and apply operational procedures regarding distress, urgency, safety, and routine communication in all sea areas (ERC decision (99)01 Annex 1.C.).

(L4) Utilize relevant regulations, documents, publications, and journals (logging) in the planning & monitoring phase of a sea voyage (ERC decision (99)01 Annex 1.D.).

(L5) Clearly and structurally apply maritime English in speech and writing, using the International Maritime Organization's Standard Marine Communication Phrases (SMCP) (ERC decision (99)01 Annex 1.D.).

These learning objectives are aligned with the ECC Electronic Communications Committee ERC/Decision (99)01 - The harmonized examination syllabi for the General Operator’s Certificate (GOC) and the Restricted Operator’s Certificate (ROC) as well as;

Transportstyrelsen TSFS 2020:8 - Regulations amending the Swedish Transport Agency's regulations and general advice (TSFS 2011:116) on education and qualifications for maritime personnel Chapters 10 and 11.

Content

The course is divided into six main components:
  •  Lectures in GMDSS/RADIO.
  •  Self-study (assignments/quizzes).
  •  Self-training/student-led training in GMDSS simulator.
  •  Maritime standard phrases and concepts (SMCP)*.
  •  Instructor-led simulator sessions in GMDSS/RADIO*.
  •  Collaborative seminar*.
(*mandatory components where attendance is recorded and forms the basis for examination)

The course begins with an introductory lecture that precedes other learning activities. Subsequently, a series of lectures are provided to give students depth, breadth, and detailed knowledge to successfully complete practical exercises.

The practical exercises of the course take place in a radio simulator.

Organisation

The course begins with an introductory lecture that precedes other learning activities. Furthermore, a series of lectures and assignments are provided with the aim of giving the student depth, breadth, and detailed knowledge to successfully carry out practical exercises.

The practical exercises of the course take place in a radio simulator.

As the course heavily relies on self-study, it is necessary for students to prepare for simulator exercises since instructor-led simulator training is strictly scheduled.

Note that this course must be supplemented with modules from other courses to obtain a General Operator's Certificate (GOC).

Examination including compulsory elements

The 7.5 credits for the course are divided into 2 parts:
  • Exercises, Part A: 4.5 credits
  • Exam, Part B: 3.0 credits
Exercises, Part A; assessed through:
  • Participation in all mandatory components (learning objectives L2, L3, L4, L5).
  • Practical radio examination in the simulator (learning objectives L2, L3, L5).
The practical examination takes place individually in the radio simulator with the responsible teacher. At this time, the student's ability to handle the equipment correctly, convey information using standardized words and phrases in clear and concise English, and act according to standard procedures are evaluated. The examination takes about 30 minutes and is scheduled by the student themselves during the course's immediate conclusion. Available dates are communicated at least two weeks in advance.

Exam, Part B; assessed through:
  • Digital exam combined with assignments (learning objectives L1, L2, L3, L4, L5).
Note that exam registration is done through the exam administration within the timeframe determined by the administration. No deviations from this will be offered in the form of extra exam opportunities or deviations from the central booking order.

Examination in Part A, Part B, and elements in subsequent courses (Safety and Security Officer) meet the knowledge requirements outlined in ERC decision (99)01 Annex 1.

The course examiner may assess individual students in other ways than what is stated above if there are special reasons for doing so, for example if a student has a decision from Chalmers on educational support due to disability.
