Aim

In the wake of the increased pace of ongoing sustainability transitions, environmental policies are becoming more comprehensive, complex, and demanding. The purpose of this course is to provide participants with practical application in analyzing environmental policy instruments and tools to enable them to skillfully navigate them in their own profession or future work and life. The course is linked to the course FSC005 – "Policymaking for Climate and Circular Economy" (prerequisite is being registered in FSC005 or having completed it).

1.    describe and provide concrete examples of how environmental policy instruments function and how they impact various stakeholders in society.
2.    analyze an issue related to the climate challenge or circular economy and identify strategies to deepen their own knowledge and skills on the topic.

3.    plan and conduct a problem-based project related to the climate challenge or circular economy.
4.    use AI* tools to enhance learning processes (such as requesting tailored explanations) and for simpler tasks, apply text and image-generating AI as a generic work tool.
5.    communicate project results orally, visually, and in writing.

Content

The course content aims to provide practical experience in analyzing environmental policy instruments or various stakeholders' perspectives on them. 
 
The course offers the opportunity for specialization and practical application in three areas:
 
⦁    Practical application of selected environmental policy instruments for challenges such as climate change, energy crisis, pollution, and management of scarce resources. Possible instruments to investigate include taxes, subsidies, direct regulation, emission trading, congestion charges, information, etc. Principles for a fair distribution of global responsibility, theories of choice and design of policy instruments, climate negotiations, and a description of the policymaking process are typically also addressed in the projects.
⦁    Analysis methods to evaluate the impact and effectiveness of different instruments on various actors in society.
⦁    The application of artificial intelligence to enhance learning and as a tool in the analysis of environmental policy instruments or the examination of various stakeholders' perspectives on them.

Organisation

The course uses a combination of online sessions, digital learning materials, individual assignments, and group work. It is based on four online sessions, including an introductory session, an introduction to AI and learning, project work, a peer-review session, and a final project presentation. 
 
Participants will work individually and in groups to strengthen their own learning and develop skills for group work within the course's focus area. 
 
Participants will have access to online resources for the parallel course FSC005, organized in structured modules on a learning platform. A guide to improved study techniques that introduce how artificial intelligence tools can be used to enhance learning will be provided. This course (2.5 ECTS) is intended as an in-depth complement for students who are currently studying or have previously studied the course FSC005, "Policymaking for Climate and Circular Economy".

Literature

The literature will be adapted from project to project, but the course literature for FSC005 is also used in this course: Sterner, T., & Coria, J. (2012). Policy Instruments for the Management of Natural Resources and Ecos. Policy Instruments for Environmental and Natural Resource Management (Second Edi, Vol. 53, Issue 9). RFF Press. The course literature is available on our online learning platform. In addition, there is a set of texts (and video clips) in the online material provided on the course's online learning platform.

Examination including compulsory elements

Passing at least 3 out of 4 submissions. Attendance at a minimum of 75% of the course sessions (3 out of 4). Approved oral presentation (online) and submitted project documentation.
