ARK500 - Geographical information analysis

Aim

The aim is that the student after having completed the course shall have basic knowledge about the phases leading to construction start
  • From the moment a landowner/exploiter applies for reply on building plans (alternative: announcing an interest in buying land from the municipality)
  • Through the detailed development planning process ending with acceptance and gaining legal force
  • To the creation of the formal real estate and given building permits.
Leading to that the student is being able to act as an entrepreneur in real situations.

Learning outcomes (after completion of the course the student should be able to)

  • Explain the significant meaning of the Planning and Building Act (Plan- och bygglagen, PBL) and the Environmental Code (Miljöbalken) for initiating and implementation of a building project.
  • Concepts concerning land use, planning, building permits and forming of property (progression from the course Property and contract law).
  • Explain the roles of the property developers and the municipality in the process leading to building permits
  • Explain what formal impact authorities, stakeholders and the public have on the outcome of the process leading to building permits
  • Describe the implementation tasks in the detailed development plan
  • Have knowledge about legislation and know where to go and how to prepare for
    • Subdivision and real estate control
    • Real estate formation, changes of property boundaries, communities and easement
    • Land registry
  • Analyse what impact the general plan and other strategic local documents for building and urban planning have on the idea of a building project.
  • Analyse what impact existing detailed development plans have on building rights and other possibilities.
  • Analyse different location of sites
    • For a project to be successful in an economic and a functional sense
    • The risk of causing a long planning process, politicisation and appealing.
  • Have knowledge about how to apply for positive reply for building/construction and carry out negotiations and come to an agreement with:
    • Planning costs
    • Implementation agreements
      • Exploiting agreement
      • Land use agreement
      • General agreement
  • Knowledge about how to specify and trade
    • Documents for the building project before negotiation with the local government.
    • A complete application for building permit including controller, drawings of facades and cross-sections, grounds, ventilation and shell. Colour descriptions and technical descriptions.
    • Documents for starting construction: Certificate of insurance against construction errors, how to locally take care of stormwater. Energy calculations. Geotechnical investigations.
  • Knowledge about how to appeal on rejected building permit.
  • Present a project with drawings, detailed development plan and description of the design plans in a final critique and hand in a digital delivery.
  • Estimate other students' proposals in a finishing seminar.

Content

The focus of the course is on planning, real estate, building and environmental legislation from the perspective of a property developer. The course assumes that a property developer want to build or rebuild. The process starting is a synthesis of the desire to invest and take risks among private developers facing:
  • The national laws for public interest
  • The county administrative board guarding the national interests
  • The local government with the monopoly of planning, looking after the public interest in projects according to environmental issues and economy.
  • Stakeholders concerning their desire protecting the value of their property.
  • The general public and professional and industrial organisations and their point of view on the construction project of property developers.
After completed the course the student should be prepared to work with securing and changing the right to use properties for different purposes, that is, in both exploitation and property developing.

Organisation

The course consists of the following elements:

Lectures for introduction:
  • The purpose of regulation, plans and building permits and how it works in practice.
  • Methods of calculating and analysing.
  • Technics for presentation
The experiences from lectures are used in exercises and seminars and summarized in a thesis.
The main task is realised as a project work developing an idea about a building project on a specific building site
  • From the moment a landowner/exploiter applies for reply on building plans (alternative: announcing an interest in buying land from the municipality)
  • Through the detailed development planning process ending with acceptance and gaining legal force
  • To the creation of the formal real estate and given building permits.
Guidance is provided from experienced practitioners.
Presentations and reviews of the proposals are accomplished. Study visits and exercises are carried through as a useful deepening of the project work to give the students a deeper understanding about the process from the idea of a building project until a building permit is provided.

Examination including compulsory elements

An approved final grade on the course requires both passed assignment (3hp) and a approved project (6hp). The level of the final grade depends on the overall rating of the assignment and project work.

The course examiner may assess individual students in other ways than what is stated above if there are special reasons for doing so, for example if a student has a decision from Chalmers on educational support due to disability.
